Seagate External Hard Drive Spin Down

Why does my external HDD keep spinning after it is ejected/safely removed?

I have a Western Digital 1tb and a Seagate 500gb external Hard Drive. It happens to both of them. When I safely remove them, it just keeps spinning, it does not spin down, I then have to remove the USB from the PC/Laptop whilst the HDD is spinning, is that bad? What can I do to make the hard drive spin down? I use windows 7 64bit if that helps? The thing is, I have a Western Digital Media Player and when I connect the same hard drives and eject them from the media player, it spins down instantly.?

It still must have power, it is like a CD in your CD-ROM it will be spinning as long as its there. It still is drawing power from the USB port if powered from there regardless it has indicated that it was ejected safely.
Once it indicates that device has been ejected safely, you are ok to remove. Just do not drop or bang it around while its still spinning.
