How to access a drive that got screwed up while formatting?

Ok, I have an external hard-drive I wanted to reformat. It had always worked perfectly before. I started the format before bed, and my sister came down in the morning to chat online. She (against my instructions) stopped the format. Now the drive shows up in Windows explorer with a capacity of 0 out of 0 and I cannot format, access, change attributes or otherwise modify or read the drive. How do I reformat or gain access to it? It has not been backed up. My computer info is as follows:
2008 Dell Inspiron 530 desktop
4-quad Intel processor
6 Gigabytes of RAM
Vista x64 home premium
The drive is:
Western Digital Mybook 165 GB
Formatted FAT32 (supposed to be and was NTFS)

What do I do?
I did that. I cannot acess the disk in any way via windows
I am having luck now, sort of. I hooked it up to my mom’s computer and it gets halfway through formatting and then freezes………..

Go to disk management, by right clicking my computer, click manage, and in the tree, choose “disk management” . This will allow you to do alot more with the disk.
